Sit down with your parents and present the sleepover as a business proposition that you are willing to negotiate.

Tell them who you would like to have over. Tell them what activities you have planned if any. Then tell them what your willing to give or do for them in order to get what you want.

If you do this, it shows that you're serious and trying to be responsible about the situation. It might not guarantee you a "yes", but it will make them think long and hard about it.

introduce your parents to your friends parents, if your parents know them they will feel more comfortable with a sleepover. Tell your parents why you are mature and responsible enough to have a sleepover, and explain that you will behave yourself. If your parents are still unsure, suggest you have the sleepover at your house so your parents can supervise, good luck!

Make sure they know the person (by meeting) you want to have the sleepover with.
Make sure your friend's parents are willing to talk to your parents, then have your parents call to be sure of the situation.
As long as you've been trustworthy before, these two things should make it happen if your folks don't have other plans.
Good Luck.
