In some states this is dual statutory rape. Both the boy and girl are guilty of having sex with a minor. In some states only he is. In most states there is no crime as both are of legal age to consent.
As for the parents, unless they are involved sexually in most places they are not breaking the law. Some states may call it contributing to the delinquency of a minor, but most would not.
No matter how the law sees it, most of the time it is the local DA that would decide whether to press charges. Most would not as both are minors.

In Nevada the age of consent is 16, but these are still minors, so I could see something like contributing to the deliquency of a minor charges, but I'm not sure you'd get a conviction if the parents involved could prove that failing to give them a place to do it would not keep the kids from doing it AND giving them a place to do it makes it far safer.

Not a crime, both are juveniles, both are over the age of consent UNLESS age of consent is 18, then possibly the parents could get in trouble for endangering welfare of minor. Most states age is 16

That's dependent on the states laws.In many states they'd be considered "consenting adults" at that age.In that case the parents may allow it.Call your local police.They'll tell you the same thing.
