Ric Flair, when he was in his prime as the NWA World heavyweight champion is my pick, since he had a prestigious title to help with his ring persona as the ladies man who had great talent, but used underhanded tactics to win like outside
interference and cheating. He was also the acknowledged leader of probably one of the best heel factions in pro wrestling, the Four Horsemen. Rowdy Roddy Piper in the mid 1980s in the WWF was also a great heel. Other great heels include Jeff Jarrett (so easy to dislike) Sean Waltman (X-Pac/
1-2-3 Kid/Lightning) because he generates dislike in real life,
Shawn Michaels (Playgirl pretty boy image) was also a great heel. I think Hollywood Hogan, when he joined the Outsiders,
Scott Hall and Kevin Nash, to form the New World Order, also
deserves consideration. The N.W.O. was arguably the most
influential heel group of alltime in North American pro wrestling
circles. I think they might even eclipse the Four Horsemen.

Arn Anderson of the four horsemen. The guy could punish the hell out of anyone and looked mean too and could play the goofy guy when the hero pulled of a great move. He was an all around great wrestler who could do all aspects of his part well.

he had his own belt, a "servant" and enough money to buy anything he wanted.....except the title...though he was close sooooooo many times

Triple H. He's the only one I ever really hated. He's the best heel EVER, I think.
