water damage kills phones, if it doesn't switch on it most likely unrepairable.

Take it apart as much as possible. Leave it out for a couple of days. DAYS, not hours. Then, use a hair drying on low, blow it dry again. Leave it two hours, and then try. If it doesn't work, take it apart for a couple more days. This has worked for me (I dropped mine in boiling water and it recovered); son dropped his in toilet, same situation.
Anyway, do not give up on it. I do not know why, and it makes no "engineering" sense, but it takes time for it to work.
The lysol was, perhaps, a bad idea, as it has soap, and therefore while it cleaned the germs, it put gooey stuff in. I would have soaked the hole thing under hot tap water, and then done the above.

Don't put it in the fridge. . . this was posted on Yahoo, you have to dry it as much as possible with a towel and then you put the cellphone in the oven for like an hour at 150 degrees or whatever the lowest setting is. . . afterwards you should get a new battery and it'll start working again, or it should
Oh. . .when it is in the oven, make sure the battery is out

i do not think it would be safe. it was saturated in water/urine whatever it was in the toilet. Hopefully it was urine *shakes* the inside of the phone is wet. wiping it off and freezing it would not make a difference. i think freezing it is just like pouring water on it. freeze/ice and water are the same. go buy another one. besides, why would she wanna still use it after knowing it fell in a toilet with human excrement's? i couldn't use it again, clean dry or not. hehehehee

You should take the battery out and let it sit for a couple of hours to make sure it is totally dry.
