Its Appearance(look & feel) for sure!
-the contents(information).
-the pictures/graphics/symbols.
-how well the information is put across to the reader.
-should be easy-to-navigate thru the website n its contents(like sub-topcis).
-NO pop-ups.

It depends on what the intended use of the site is. It needs to be easy to navigate and user friendly. I like lots of links and pages to search. Quality graphics are good too but not too flashy or it gets annoying.
