Have you got an XP cd? Boot from this and do a repair installation. It will check for missing files and replace them

Have you tried a system restore? this may restore the file. If this doesn't work you may have to go to the microsoft site and download it from there. Hope this helps.

the only way it can be deleted is if you downloaded it illegally
