No, you do not need a portfolio to begin modeling.Portfolios are the pictures that you accumulate of work that you have done as a model.
Be careful when you go to modeling agencies,some of them will ask for money upfront.They are scams. It just means that they are not making enough commissions off the models they already have,hence the models are not working very much.
And remember to not be disappointed if the reputable agencies do not sign you.Everyone has there own unique beauty, but they are looking for a specific look.

If you could get a few photographs of yourself without makeup that would be a plus before you visit an agency so they can see how you photograph.
A good portfolio tends to be expensive if you have to get your own photographer and make up artist and hair stylist.
A good agency will help you with all of that.
You should look for a modeling agency in you city(the nearest metro area) and see if they are reputable and have sister companies in other cities.
ex: Ford has agencies in la,NYC,Chicago and Miami and overseas.
