Blind people need some kind of independance. So why not drive them to a atm and allow them to be able to do something for themselves. At least we are not just making them feel like they don't have to totally depend on people for everything. It is a shock to become blind after years or months of being able to see.

The keypads are not unique to drive-up tellers and ATM's. The use them for other applications.
But since you mention it, I always did wonder why a Ford product I rented once had braille on some of the steering wheel controls!

My guess:
For blind pedestrians or passengers. I know I've often used a 'drive-up' ATM hundreds of times without a car when the ATM inside is too busy or out of order/being serviced.

The same Braille ATMs that are used at drive-up windows are used on the street, and in buildings, where people are walking. It is cheaper to make them all alike.
