It is showmanship for a marching band. For a military band I think it is equal to a salute.
My 11 year old is a drummer but he does not do this, he is more into rock music.

It's to show how good there precession is without looking at the drum and to line up with the centre of the drum, to get the correct tone for that Peace of music,even on a simple drum you will get a different sound from a different striking place on the skin.

The military is all about discipline... marching in step and uniformity in how they handle their rifles, for example. Drummers in the bands and how they handle their sticks is another example.
