I used to have that problem. Then I stopped using shaving cream. What I do now, and I never get those annoying bumps or razor burn, is just use water. In the shower I let the water run on me and then I just shave. I at first go with the growth of the hair and then I go against the hair very lightly. I only do this every 3 days. I was doing it every second day but then I noticed that I would get itchy. So now I only shave every three days. Afterwards I put lotion on just for moisture. Hope this works for you it DEFINATELY works for me.
Good Luck :)

The reason you get the red bumps is because of an allergiuc reaction your skin has to bacteria that enter the pores. If you use a new clean razer, hydrogen peroxide clean the area and razor, shave with antibacterial soap, and then put neosporin on afterword, you will reduce if not stop getting those red bumps. :)

Try shaving in the direction that the hair grows...that's what works for me. It does make it a little more difficult to get a close shave, but with enough patients, it works.

first, make sure you have a fresh blade! instead of soap and water or shaving cream, use hair conditioner. it helps the razor glide better and leaves your skin really smooth. if you get razor burn, try applying regular visine to the area. that should work. hope this helps

Try Vaseline! You can do it as a dry shave, (meaning you do not have to use H2O to after or not at all depends on you).
