I can't tell you why. I do know that the wrinkles are not from your skin being drawn in, but rather from your body absorbing excess water. Water molecules stick together and that is why only parts of the skin protrude. I don't know why it is limited to hands and feet, perhaps because they are more porous?

Because your hands and feet are farthest from the heart and the veins are much smaller at the ends. Less circulation means colder hands and feet. And the skin is thicker in the hands and feet, so there is more skin to wrinkle.

I believe its because those are the areas of our body with the least amount of fat. Basically just skin and bones, which is why the skin takes on a 'wrinkled' look. It's because the blood is drawn from that area and the skin has not fat to keep it from shrinking inward.
