It's probably a Softmodem (Winmodem) that is only functional with the proper drivers. You'll have to find out the manufacturer and/or the model number of the modem's chipset and then hunt for a driver on the manufacturer's website. Good luck!

Windows 98 is end of life...there are no support or security updates, even in archive, any more. This OS has security holes large enough to drive a train through......you are really begging to be hacked if you continue to use this operating system.
Win98 can be commandeered in less than a minute if someone finds your system on internet.
