Having been into short film for a while now and armed with a great, albeit twisted and dark idea, I have decided to bite the bullet and make a short film/cartoon. I cannot draw myself and am always astounded by how many people are shown on the credits of even the smallest films. Where do I start, get funding tell me EVERYTHING!

if this is your first time doing it, i'd recommend going to your local colleges and speaking with the people in the film department. a few of my friends (guys i used to play in a band with) have made a bunch of short films at school, and they were able to rent the gear from the school for a good rate. chances are there will be students who will be more receptive to your ideas than the average person, and they might be willing to help you so that they can add your film to their list of works, and potentially have their work graded and shown on the college film circuit. as far as funding, i'm not certain how you'd go about that. good luck!
