It's not so much "when it begins to read" as it is that it is getting up to proper RPM for reading.

CD/DVD ROM's spin very very fast and what you hear is the "whir" of it spinning up.

They spin so fast that if you put a cracked CD into the drive, it can when it's spinning, simply explode due to the imbalance caused by the crack , and it could ruin the drive because of the "schrapnel".

every computer in the entire world sounds like that when it reads Cd's because it's loading/ reading the CD you might find the newer computers are a bit more quiet but it will always make that noise until some super genius finds out how to make it silent.

also the cd is spinning so fast it sounds like a fan. and there is a fan inside the computer that blows the hot air out so it wont melt.

Because it is spinning a CD and moving parts. They aren't silent.

it's the cooling fan for the computer - don't worry about it - it's doing it's job
