Because Clinton is the only president in anyone's memory who was ever impeached. Andrew Jackson was, but that was back in the 1860's, so no one is alive to remember it.
They go after Clinton because he is the easiest Democrat to go after. Jimmy Carter was too much of a peaceful diplomat, its hard to go after someone who is peaceful. But an adulterer with a fetish for the bow wows, now that is easy to go after; so they go after him.

Maybe because, unlike Bush, Clinton committed high crimes while in office: Perjury, suborning perjury, obstruction of justice among others.
