My suggestion would to look at the bigger picture. We should stop arms trade by encouraging our friends and who we have leverage with to stop.

Russia and China come to mind first, but also N Korea, Iran, Syria, and Pakistan. Some countries in Europe too - France is not known for it's restraint.
