If they maintain American citizenship yes. Of course the native Africans will just call them Americans.
The same as an Asian American who decides to live in Singapore, or an Irish American who moves to Dublin. American is a nationality, not a race or ethnic group.

Chances are they were not to begin with. Most who call themselves 'african-american' are no more african than someone whose ancestors came here from scotland, russia, or korea. Those who call themselves 'african-american' are usually bigots who think they deserve something simply because of the pigment in their skin. Although we are all members of the human race, these people think they somehow belong to a different race and call all others 'racists' when they are not handed everything they want on a silver platter. Another good question would be asking if a person of very light skin color, blond hair and blue eyes moves here from south africa, will they get their butt kissed by the federal government the way darker skinned people do? will they be given money, healthcare, college tuition, and allowed to commit crimes and get away with them simply because they are so called 'african-american'? somehow i doubt it.

of course they are still African American. The american part refers to their country of citizenship, their nationality.
That's like me (a Canadian) moving to the US, I don't suddenly lose my Canadian citizenship, and it doesn't erase the fact that I was born in Canada.
And why do you say "move BACK" just because someone is African American, doesn't mean they ever lived in Africa.

We have overseas chinese who visit China and they are clueless of the Mainland culture. Similar cases with Japanese Peruvians who go to Japan.
I think when people are alone in a sea of humanity they will try and find their own kind to establish their sense of belonging, identity and commonalities and Afro americans are no exception.

I guess it depends if the person was a citizen of the United States or Africa. If (s)he is a citizen of the U.S. then they would be American. If they are a citizen of Africa then they would be African

No, then they're just Americans. In some places, they're considered WHITE Americans.
