Do you think Bush should have stuck with his policy that he outlined as a governor?

When Bush was a governor of Texas, he stated his idea that "troops should not be used for nation-building".
Do you think Bush should have stuck strictly to that concept to let that idea guide his foreign policy?

Would have been nice, he was dead right, and I do not agree with the man very often.
