I think it basically means, that some people live their entire lives, desperately needing someone else to make all their decisions for them, not because they're afraid they'll make the wrong decision but because they're afraid of the consequences of that decision. Hence by "pretending" that they don't trust themselves they get others to take the decisions and therefore have a scapegoat if things go wrong,

They like for other people to tell them what to do and how to live, if it's a passionate need then I doubt they are pretending.

some people literally NEED government and religion in their lives to tell them what is right and what is wrong. Others already can determine that for themselves and they don't NEED this kind of structure and/or authority.

People need someone to tell them what to do because they are afraid to make mistakes. It boils down to taking responsibility for your actions. Most people don't want to do this and don't.
