Yes, it's perfectly normal.
If you're moving (not sitting in traffic) or it's a cool day, chances are that the needle will be below the halfway point. If you're sitting in traffic on a hot day, it may rise above the halfway point. The cooling is a function of air flow (how fast you're moving) and air temperature, so there's a range of temperatures that are normal operating conditions.
(If the needle is below 1/4, take it easy to let the engine warm up, or if it's above 3/4, pull over and check your coolant (you'll get a critical warning).)

That would be OK, sure. That is assuming (and this is VERY IMPORTANT) that the temperature guage is operating properly (showing the correct temperature).
Keep in mind that checking the temperature guage is never ever a substitute for regular visual checks of the collant/water mix level. This can be done by inspecting the overflow resevoir (which you can find in the engine compartment). I would recomend you do this at least monthly intervals. Additionally, an inspection of the hoses that connect your vehicle's radiator to the engine and vice versa is a check that I would perform semi annually (at minimum) or quarterly at best.
Lastly, the coolant/water mixture should be flushed and replaced bi-annually or as recomended by your vehicle's manufacturer.
((Please observe your local laws regarding the safe disposal of auto coolant. Some brands are harmful to the environment while others are extremely dangerous to humans or even pets))

The temp gauge needle should always be right in the center. It sounds like you may have a bad thermostat. If your heater is not blowing hot air that is another sign it is the t-stat.
