What you are describing are called gouchos. I just bought two pairs, one in black and one in brown at Sam's Club. Gouchos are very comfortable and look good with just about any shoe with a heal. I wear mine with boots. What exact shoes you wear depends on the top. The dressier the top, the dressier the shoe. Gouchos are very popular now, I am sure you can get them in just about any better department store.

I think Gaucho Pants are the same thing. They look the same, to me.
Target has them, I saw some for 9.99. Here's a link.
