I don't know if the Roman Empire had an exact equivilent to Prime Minister. During the days of the republic, the most respected senator was called Princeps Senatus, or First or Prime Senator. He would be the first one called upon to speak in any debate. During the first days of the Empire, August like to go by the title of Princeps, short for First or Prime Citizen. Again, during the days of the Republic, the wielders of supreme executive power each year were the two Consuls. During the Emperial era,there were still Consuls, but, of course, supreme executive power resided with the emperor.
