If an organic substance is extracted from water, the effectiveness of the extraction is greatly impoved by saturating the water layer with sald before extracting. Why is this?

The transport will be proportional to the concentration. Higher concentration faster extraction.

Salt ions (Na+ and Cl-) make the water even less hospitable to organic compounds that may be slightly soluble in water. Thus, if one partitions the compound between a water layer and, say, an ether layer, the ionic environment drives the compound out of the water.
