If System Restore does not work in Windows XP, make sure that it is enabled and active. Use the following steps to make sure System Restore is enabled and active.
Step 1: Verify System Restore is enabled
Verify System Restore is turned on, using the steps below:
a. Click Start, and then right-click My Computer.
b. Click Properties and then click the System Restore tab.
c. Verify Turn off System Restore is not selected.
d. If there is a check mark next to Turn off System Restore, click inside the box to remove the check mark.
e. Click Apply and then OK.
f. If Windows prompts to restart the computer, click Yes.
g. If Windows does not prompt you to restart the computer, close all windows and restart the PC.
h. After the computer restarts, open System Restore. If System Restore is still not working, continue with Step 2 below.
Step 2: Verify System Restore is active
Verify System Restore is active using the steps below:
a. Click Start, Control Panel, and then double-click the Administrative Tools icon.
b. Double-click the Computer Management icon. The Computer Management window opens.
c. Click the plus ( +) next to Services and Applications in the left window, and then click Services.
d. Double-click System Restore Services in the right window. The System Restore Service Properties window opens.
f. Verify Startup type is set to Automatic and that Service status is started.
g. If Startup type is not set to Automatic, click the down arrow and select Automatic.
h. Click Apply and then OK.
i. If Windows prompts you to restart the PC, click Yes.
Step 3: Using System Restore from Safe Mode
Use the following steps to open and use System Restore in Windows XP safe mode:
a. Turn on the PC and immediately press the F8 key repeatedly until a startup menu opens.
b. From the Windows Advanced Options Menu select Safe Mode and press Enter.
c. When a login screen appears click Administrator and enter the password. If you have not created a login, press Enter.
Once the Windows desktop opens, open System Restore from the Start menu.

oh wow, I've never had a problem with it, my exboyfriend did, we had to rebuild his computer with free programs on the net cause he wasn't working and it was really fun. His didn't work either, it was because of a virus and spyware.
First thing you have to do is be sure you are virus free, run your antivirus, be sure your firewall is set on too at this time. If you are virus free (and if you're not fix it with your program as instructed, quarantine or fix it), then go to a free online scanner to double check because sometimes virus's turn off your programs. Nortons has a free online scanner, so does AVG. Run that, if that is ok, that is very good! If it's not ok and you have a virus, remove your current virus program with add/remove or the program's own uninstall. Reboot, put your antivirus program in and reinstall it, it should have an option to scan before you download it, scan it and follow instructions, it should allow you to fix virus or quarantine it, then reinstall your protection, update your protection. Next, download a spyware remover or run one if you have one, remove all spyware. Download ccleaner which is crap cleaner, run it and clean the garbage off your computer, run the analyze applications part too.
Go and do your windows updates at the microsoft home update page.
Go to system restore controls, SHUT IT off by unchecking the box, reboot then go back and turn it back on by checking the box, it should work correctly now and do a system restore now to save todays date.
For the 1 month and 6 month restore points, you are out of luck, sorry you can't make an old date work.
If you tell me why you want to do a restore to start with maybe I can help you fix whatever the reason you wanted to do it too.

Try it in safe mode to see if it will complete, but its doubtful.
The issue is that MS has sub-par programmers and releases software riddled with bugs, so the consumer is constantly forced to upgrade to fix issues, only to receive a new product with different bugs. A viscous cycle...
Give up on system restore, i've used it a thousand times, half the time it doesn't complete, but when it does, it rarely solves the problem for you. Problems can be solved without using system restore, what is the error that you're trying to fix?

just restore ur comp day or 2 but it wont erase ur programs or stuff u have, the restore point would never restore a month or six just restore ur comp a day or 2

i had same problem nothing bad about it it just cant be done because i think its to much to go to dates i think
