Well... you go to Celdon city, in the roll where the Pokemon Center is, then you go to this old lady (the one in a house full of pokemon) then talk to her, and she gives u the tea
or i guess u can go to gamewinners.com and look it up

you have to go to the huge building in the middle of the town and battle your way all the way to the top floor where the team rocket leader is defeat him. you get the master ball and team rocket will vacate the town. hope this helps.
