When you go busted for possessing meth, you were probably arrested. Once you are found guilty, if it is your first time, you are eligible for prop 36 drug treatment in lieu of prison. If you are arrested and convicted any additional times, you could be subject to jail or prison.

How can any rational politician inact that kind of personally invasive legislation in the face of blatent evidence presented by Scandinavian countries of the positive aspects of legalized drugs?

Look up the legislators and vote them out of office (too late, unfortunately).
