Because it was assumed that people would fit their own plugs to new appliances. In some old-fashioned places, there were small round 2 or 3-pin plugs e.g. for lamps and radios. Gradually all homes and institutions were fitted with the larger square 3-pin plugs. With this standardisation, it could be assumed that everyone could benefit from already-fitted plugs. Since some people wired them up incorrectly, this is much safer!

That's still the case in some countries..Not fitted because of the variety of plugs in some areas like Europe..different plugs in each country even though the appliance can work in each country.

It never used to be a legal requirement, therefore it was cheaper for manufacturesrs to produce goods without plugs.
It is now a leagal requirement for safety reasons.

cos health and saftey have gone mad and we cannot be trusted to put a plug on by ourselves
