In addition to bubbles from pouring the water in, there are gases dissolved in the water and they tend to collect on the side of the tank as small bubbles. The bubbles will usually be focused on areas of the tank wall that have more texture -- algae, or near the waterline.

It's not a problem, but to make them go away, I usually swipe over the wall of the tank a few hours after a water change.

The bubbles are just trapped air. They should go away after a few hours. If you're really concerned, you could take a sponge (not a kitchen sponge, one that's made for fish tanks) and wipe down the sides of the tank and your decorations to get the bubbles to dissipate.

What kind of fish do you have?
Do you have a water filter? They make bubbles.

My betta fish make their own bubbles that float to the surface, kind of like babies who are bored.

The air just gets trapped. It will go away.
