It's an old way of doing the smiley face before emoticons came out. You also have !) (A wink) and :( (A frown) and many more just limited by imagination. Some are quite good, but the new emoticons are really good work.

These are the ancestors of the graphic smiley face "emoticons" that are being used all over now. Back in the days of DOS and no graphic interfaces, if you wanted to smile at somebody, you used one of these sets of characters. ;-) [Smile and Wink] :-) [Smile] ;-0 [Opened mouth]. Just c/ock your head to the left and you can see the faces in them.
