the reforms included the idea of taking power away from the Tsar- making him no longer an autocratic ruler supported by an aristocracy (whom he knew and trusted) but into a kind of front figure who gets to do what some upstart politician tells him to do.

Of course, in the end, the "reformers" got a totalitarian ruler whose scope of power made the tsar's look like a joke.
