Well, i don't know about Overrated, but i do know one show thats Unerrated.
"The Soul Taker" This show kicks *** and is a great show for anime fans.
I Also do think "Pokemon" Is underrated as well. The U.S show may be crappy but the Japanese Version of Pokemon is great!

Underrated, well there is a new anime called Noein, it has a great story line and is very good. I never seen it before so it was a surprise of how good it was. Overrated? Well I think Pokemon or Yugioh fall under this.

Underrated: Eureka 7, Bo Bo Bo, Zoids Chaotic Century, Rave Master (the dub kinda made it bad so its underrated like that)
Overrated: Bleach, DBZ (the never ending video games), Zatch Bell (in japan), Pokemon (same thing in Japan and US), Negima, Detective Conan.

Underrated, properly there's a sparkling anime called Noein, it has a brilliant tale line and is somewhat stable.
