Any pitcher who substitutes for the starting pitcher.
There's usually 11-12 pitchers to a team. 5 are starters and the rest are relievers. You've got the middle relievers for games where the game is out of reach or there's an injury, then set-up men for late inning (7-9 inn's) relief and the closer, who comes in the last inning to shut the other team down if it's close (3-4 run lead) and if he holds them, he gets a save. Sometimes he'll come in if it's tied in the 9th, too.
Relievers are a huge part of the game today because there's way more good/powerful hitting now and way less good pitching.

A relief pitcher is a pitcher that takes over the mound, when the starting pitcher or (another relief pitcher) is done. There are different types of relief pitchers.
Long Reliever = Relief pitcher that starts to pitch in the early innings, if the starter doesn't feel well, or gets injured.
Middle-Relief = Relief pitcher that pitches in the 6th and 7th innings.
Set-up man = Relief pitcher (that usually pitches just before the closer,) and sets up the scene for the pitcher, meaning he gets the outs leading up to an easy last inning for the closer.
Closer = Relief pitcher that gets the final outs to end a game. (The closers are the ones who usually get a save, if there is one.)
(Note: There is a special award designated for relief pitchers called the "Rolaids Relief of the Year" award.)

In the majors, a relief pitcher substitutes for the starting pitcher. the relief pitcher throws much harder than the starter and therefore pitches less innings. relife pitchers are either long relief, short or middle. setup and closer. for instance mariano rivera is a closer while his setup man is kyle farnsworth. this is a general overview but of course each type of relief have specific jobs and come into play at specific situations.

a relief pitcher is a pitcher who comes in and pitches after the starter is too tired, injured, or is having a bad outing. sometimes the manager puts in the RP before the starter shows signs of losing it because he wants to keep the game in control.
