Probably because something in your past experience has made you feel uncomfortable with it.
Maybe something that happened to you has given you a belief that your worth isn't equal to that of others or made you fearful or anxious about the kind of straightforward involvement eye contact might imply.

I used to have the same problem until I heard that you can look between their eyes, at the forehead just above the eyes, or the bridge of their nose and they will never know the difference. After doing that for a while, I was confident enough to look anyone in the eye. Once you start doing it, you will notice that no one can you look you in the eye for too long without glancing away from your concentrated stare.

The phrase - The eyes are the windows to the soul - is more true than not in most people.
You are afraid that someone will see something in you that you don't want them too - so you're trying to hide something which can be anything like a lack of confidence, a lie, a hurt, your true feelings, etc...

I had that same problem for years. It could be that you're really self-conscious about the impression you're making on people. Even now, I still sometimes find it hard. I have to force myself to look people in the eye. Maybe you could start out looking one person-friend, family member, or whoever, then when you're comfortable, try looking a couple more people in the eye.

probo just a bit shy try doing it gradually if its only for a split second and then build from there before you no it you will be able to look anyone in the eye good luck

when you look in to someones eyes it either shows respect or that you like them. (Its how you look at them that makes the difference)
you also need allot of confidence in yourself to look someone in the eye.
