UPS does recognize the holiday but does not observe it like the US Postal Service. The Postal Service will observe it and not deliver mail on that day. UPS will probably still deliver packages as usual.

No, it is a Federal holiday. Anytime there is a federal holiday, all government offices are closed (including post office, bank, etc.)
