yes, that is cheating, but what is sad is that many married men will kiss other women with no intention of ever having sex with them because the don't consider kissing cheating! If they don't go all the way, then they honestly feel like they can say that they have never cheated on their wife.
In your situation, I would forgive him, and keep my eyes very open, if it wasn't for the fact that he wont admit it was cheating. Personally, I think that if he doesn't think he did anything wrong then he shouldn't be apologizing. But he knows better.
He is just thinking he can insult your intelligence and play you for a fool.
If he came clean and was straight forward with you, I would say people slip up, give him another chance, but he is just manipulating you into allowing him to have his cake and eat it too. And wih a guy like that, I am sure he'll do it again.

Whether or not it's cheating really shouldn't matter...
This is a right or wrong issue and the fact is, it's WRONG!
Actions that he wouldn't do with you there, he shouldn't do when you're not. Wrong is wrong, and just because he says kissing is not cheating doesn't make it right! Besides if he doesn't see this as an issue whats to stop him from doing it again. I would definitely be concerned.

If he feels that wasn't cheating what else does he feel isn't cheating. If he thinks that is not cheating ask him if its okay for you to do it. Yes it was cheating he was just trying to make you feel like it was your insecurities that were causing the problem. Anything that he can't or won't do in front of you is cheating. Good Luck

Kissing on the hand is not too bad but on the lips, I would have to say cheating....if you suspect it, you should look into it. As I did my self when my ex, had a suspicious phone call it led to me thinking why he needed more condoms when we haven't had it for long, and where were they were going...we only used one out of the whole box.
I then found out that there were opened, empty wrappers in pant pockets, and I found no wrappers hidden, I also remembered what he said if I don't give it to him he would look some where else, then later on I found out he was having secret dates with my maid of honor again she said she would only want him for his family's money. I really have to say this, I don't care now and now I know who and why, and when. At lunch time. Just look for small hint of clues and just let him make the mistake. Honestly, it is fun playing detective but it isn't fun to find out the answer.
Have someone follow him from work, do stuff like that. Tell them to have pics to prove things.
Answer all phone calls, look at the phone bills, watch the internet do even the simplest things, especially if the opportunity knocks.

I consider myself never having cheated on my ex wife, although I did kiss a woman once while we were married. I didn't consider it cheating then, and still don't today. I'm not saying it was right, but it's not cheating, at least not in my book. It never went further than that, and only happened once.

There is a fine line when it comes to cheating. I myself no my line and when i feel that line getting close, i always think before i do.

it is cheating. but, in an entire life with the same partner, even where love exists and respect...one may do some small mistakes. u should forgive him because i am not so sure that u will find an angel to cherish u. forget about it, next time it may be u who slips.. and ask for forgiveness.
