The official answer is "2 weeks before your periods start" (14 days). With normal 28-day periods, that's day 14 AFTER your period STARTED. If you have 27-day periods, it's day 13. etc...
Having said that, remember that the human body can be funny- you could ovulate any time, which is why people who use the rythm method (just avoiding certain days) are usually called "parents". Search this site, and you will find a lot of people who became pregnant up to and even during their period. Current research suggests sometimes women will ovulate 2 different times in a month - but usually, that day 14 is reliable. Depends how much you want to bet on it.
Also, the purpose of birth control pills is to "fake out" the cycle of ovulation and convince your body (via hormone levels) that you're done for the month. Forget a pill or two, and your body hormones may think it's back at the "time to get ovulating" stage. That's why the instructions say if you miss a pill or two - use alternate methods (condoms, etc.) as well for the rest of the month.

If your cycle is exactly 28 days it's supposed to happen on day 14. But that's not true for everyone.
If you want to know, buy an OPK (ovulation prediction kit) one month and use the strips according to the directions inside. They'll tell you when you ovulate. If your cycles are regular, it should be within a few days of that every cycle.
It doesn't work to just say "exactly between periods" because women have different luteal phase lengths, the time between when you ovulate and the day your period starts. So you'll have to test for one month at least to find out how long your luteal phase is.

The time interval between ovulation and the onset of menstruation (called the luteal phase) is about 14 days for most women. The most fertile period is 12-16 days after the last day of your period. This is when you are most likely to become pregnant.So, if your period ends on the 1st, you would be most fertile on the 12th-16th and would begin to menstruate on about the 28th, ending around the 1st. It is different for each woman, if you are regular with a period that comes every 28 to 30 days your ovulation period is between day 14 and 16 (day number one being the day in which you started your period), however, if you aren't regular it is difficult to determine when you are ovulating, so other methods are recommended, like ovulation kits and basal thermometers, the first ones tell you when you are ovulating thru urine tests that help determine when your body is secreting the lutenizing hormone (the one related to ovulation) and basal thermometers tell you when you are ovulating based on temperature fluctuations in your body.
If you are unsure you can always use a site like babyzone.com that has an ovulation calendar, you just place the date of your last period and how long it lasted and the calendar tells you an approximate date of ovulation.

It is different for every woman. But, the way that they teach you in basic antomy classes is that if a woman has the idea 28 day cycle, than she will ovulate on day 14.
