since you didn't said what you are trying to uninstall, here are some reasons i'm guessing:

- corrupted registry
- missing uninstaller
- the program was manually deleted without using the uninstaller.

you might want to try this program from micro$oft. It's a Windows Installer Cleanup Utility

When you installed them they did not come with an uninstallation program
