The school I went to had a motto that went like this:
For whatever grade you are in, you should spend 10 times that grade for each homework assignment or less. And judging by that, I would say that a 10 page assignment is definitely going to take you longer than 70 minutes to complete. Your teacher needs to space the assignments out or to give more time to complete them.

After reading several books and articles on homework over the past two months the answer seems to be that there is very little value and actually negative effects on achievement when homework extends beyond the ten minute per grade level rule of thumb (so for a 7th grader that would be 70 minutes). This guideline was posed by Harris Cooper of Duke University a well known researcher in the area of homework. On the other hand Alfie Kohn, "The Homework Myth", sees little value in homework and after reviewing hundreds of studies on the subject done over the past century sees very little correlation between homework and academic achievement. Sarah Bennett and Nancy Kalish recently released a book titled, "The Case Against Homework", they reference both Kohn and Cooper. What I found interesting with Cooper, who most school administrators cite, is that he never found a strong correlation between homework and achievement yet he still recommends it, strange??? The most positive correlation Cooper found was between the amount of time children spent reading for pleasure and test scores. What is interesting about Kohn's findings is that when homework is eliminated, students seek out subjects of interest to study on there own. They very often expand on what they learned in class without being told. They take a greater interest in learning when they get to make the choices. His recommendation for achievement??????..... sitting down with your family for meals. He found that correlated most positively with academic achiement. How about that???

wow 10 pages, if its a big project/essay then the 10 pages are normal...ish but if its regular h.w then 10 pages is way too much, if your teacher gives 10 pages on a normal basis then try making a good case to your principal, say that you dont have enough time to finish your other h.w, try to get other students to complain, too.

that's a waste of time. You shouldn't get more than 3.5 hours of homework for all your classes total. If English takes you more than 1 hour and you have no time for your other classes then you should be complaining
