I have a female chinese fighting fish and i see a white dot under her i'm pretty sure she is ready to mate but my males aren't making a bubble nest do i have to wait until the male is ready or the female or both? and what do i do? i've put the female in a 2 gallon tank with no filter should i put the male in with her or not? or the male in for a while then female?

Seperate them but make sure they can see each other. You don't want one of them hurting the other. This will encourange him to build a bubbles nest. After which the bigger the bubbles themore likely he is to be ready. After 2 or 3 days introduce them to each other and make sure there's not too much aggression. Feed them bloodworms to also encourage mating. There may be some fin nipping which is normal because the mating process is sort of rough. The male will wrap himself around the female in a ball. This should help you out.

I don't understand why people try to breed bettas when they don't even know when to introduce them to each other, that is the easy part. It can be very costly and very time consuming if done correctly and if you want the babies to survive. Do some research before you do anything else, here are a few sites.

Well I've had 9 betta fish before so I think you should wait for a while..

If you put them together, there is a good chance that he will attack and kill her.
