Most developing countries have problems in areas where population is higher as compared to income generating sources. Adding to these woes is lack of educational infrastructure to bring the masses into mainstream of business value streams.

Therefore, the focus of government policies should be to direct FDI into areas which achieve two parts (a) generate maximum number of income avenues (b) have education/learning support.

Now some of the best avenues in my view, for this two pronged avenue is to direct FDI into are those which rely on "first wave" of agriculture but also are a stepping stone to services e.g. agro/food processing and distribution businesses.

Such agrarian distribution businesses capitalize on the traditional know-how of masses whose main business in most cases is agriculture. It also introduces/educates the masses in a gradual way to standardization of methods, logistics, technological know-how for food processing/preservation and last but not the least, distribution in retail chains. Hence, the impact of investments is soft and yet wide spread (soft because people do not have to make a quantum shift in learning new technologies overnight).

Investments in high tech sectors in developing countries, definitely is a cost saver for the business houses but, it is, in short and medium term, never an employment generator and hence, does not benefit the developing countries.
