There isn't enough space suggest you search the net. The Bill Of Rights made ratification of the Constitution possible and even so their were states that were hesitate

According to most polls conducted by legal research groups, about 80% of Americans do not know most of the rights contained in the first 8 Amendments, and less than 1% can even name the first 8 from memory.

The Bill of Rights didn't have a big impact during the first few decades, because government was already small. The people in govt knew what they could and couldn't do, so there wasn't a lot of question that the govt was overreaching.

The most significant impact of the Bill of Rights is that it forced many states to change their state consitutions to conform with those limitations. Other than that, it only became an issue later.
