Yes, the Ace is both high and low when it comes to straight value as illustrated here http://www.theultimatepokerguide.com/article.php/texas-holdem-poker-game-rules you can make an A2345 straight.

A straight consists of any five cards of consecutive rank such a 6789T. Some cards such as a T or 5 are absolutely vital to a straight: you cannot have a straight without a 5 or T. With a 5 or T you can have five possible straights. The disadvantage of having an A, K or 2 is that only two possible straights exist for these cards. The disadvantage of having an A is that half of the straights you can make are the lowest possible straight on the board A-2-3-4-5. The other straight you can make with an A is the "Broadway Straight" which is the highest possible straight TJQKA. There are no 'wrap around the corner straights such as QKA23 allowed as an ace is either the highest card or the lowest card (effectively a '1' when it is the low card) in the straight but never a middle card in a straight.

Yes. It is legal to start a straigth in poker with an Ace. It is however, the lowest straight that one can have.
