Get see through cellophane bags and put a few pieces of candy in each one.
Candy canes are always good; and peppermint is a scent that helps in test taking.
There is an ice cream store here (Handel's) that has coins that you can buy for a free ice cream. It is not that expensive and you can put each inside a card or just hand them out. It is fun.
Create bookmarks using scrapbooking paper if you are into that kind of thing. It is easy and you can see some examples on ebay or google some ideas. It is not that expensive and they are pretty. Any kind of bookmark is useful. I think that you should get a 30-pack set of cards and just write a personal message, something a bit more than "happy holidays," for each of your classmates. If you can bring a genuine smile to their face with words rather than things, it'll be more lasting because they'll remember you because of it and it's something they can keep and look back on to remember you. As for the teachers, I would buy separate cards for them but do the same.

I love to get candles and candy. Students have given me gift certificates to the local coffee shop, the teacher's store, and passes for free car washes. All were great, useful ideas. Most often these can be purchased for under $5.
For friends, candy, movie passes, homemade cookies or other treats are wonderfully thoughtful. Someone once gave me homemade toffee popcorn and now I make it for friends too.

I've been crafting up cute stuff for years to give to my fellow teachers, and let me tell you, I won the lottery with this idea last year.
I made rum balls (which are ridiculously easy to make), and put two each in a festive, clear, plastic bag. I tied the bag with red ribbon and put a pencil in the middle. My little present looked deliciously naughty, but in an "oopsy" innocent sort of way. Everyone loved the gift, and they loved eating an alcohol-based food in school.

Why don't you do a grap bag. Put everyones name on a piece of paper and put them in a hat or a bag, hand it out and have everyone pick a name. Then each person buys a small gift for the other...its cheap and everyone is happy.

Who doesn't like a stuffed animal? I give all my students stuffed animals. You can get really cute ones for under a dollar. Reindeer, bears, all kinds. Then again, There's always CHOCOLATE. Merry Christmas.
