I'm looking for a website or program of some sort that can help me create fancy type of lines to put under a logo (you know, lines like __________ or -------------), and they need to look kind of between a toothpaste texture or a cake frosting type of texture. Or to make the search simple enough, lines that look bubble-like. Thanks.

Some Programs have Templates like adobe pagemaker,illustrator or adobe in-design. There are programs like corel draw that also have templates. Some craft stores have pre-printed brochures, cards, and other collateral materials. Check for Cd's with designs available.

I highly suggest Photoshop. Even Though it is costly it will get everything you need done.
