Current (comic) canon is that for shaving, Superman uses focussed heat-vision and a reflective piece of the rocket that bought him to Earth. By extension (and because he is Superman), he could probably cut his hair using heat-vision and two or more of the mirrored pieces. It is also entirely possible that he has something in the 'Fortress of Solitude' (his stash of all things Kryptonian) that would cover his needs too. My question is how does he keep the smell of burning super-hair down in his apartment... ;)
For the 'cape and boots' comment. Quite often, Superman's cape doesn't survive (good dramatic effect in the comics) and he has a collection of them stashed all over the place. His boots, as with the rest of his costume, are covered by his 'Invulnerability' - anything close to and/or in contact with his skin is pretty much safe. (Again, sometimes his costume is torn for dramatic effect.)
The movie continuity is different from the comic continuity, and pre-1986 revamp (referred to as 'Pre-Crisis) Superman's costume/hair/etc is explained away as "Kryptonian, so it's super".

Supermans hair, as I recall reached a specific length and stopped growing.
As far as shaving...he used to reflect his heat vision off of his hand and burn the facial hair off...I haven't seen any recent references to whether or not that is still how it is done.

He uses his heat vision and a mirror in several issues. He has also used a red sun lamp to do the same thing. Maybe he gets his hair cut in Kandor.

the only time we've ever seen him with stubble and unkempt hair is when he becomes 'bad superman'...maybe it's just his all over niceness that normally keeps him looking so well groomed?

prior to the 80's his hair and nails didnt grow on earth... but since, yes, he uses his heat vision and a piece of the spaceship he came to earth on to reflect it to "shave" and such...

i dont think he grows any hair i mean he isnt human actually he's a alien from a planet Kryptons and i think his hair is always like that, i never changes
