The Man in the Moon. The Cow that jumped over it. The same people that own Antarctica. The Soviets put a probe there just before the Americans in 1969. There is a U.S. flag there but it fell over when the Eagle took off in 1969. Neil Armstrong was suppose to say, "One small step for Man, one giant leap for the United States" but he changed it to "Mankind". He didn't think it was right to give the credit to the United States because from a technological perspective it was an international effort.
Luckily the next time there is exploration on the Moon, the U.S. won't be able to use one third of their GDP to get there. They will have to rely on other nations to help finance the trip and the exploration for water.

From the United Nations Office for Outer Space Affairs (OOSA)
-----
Agreement Governing the Activities of States on the Moon and Other Celestial Bodies
"The Moon Agreement was considered and elaborated by the Legal Subcommittee from 1972 to 1979. The Agreement was adopted by the General Assembly in 1979 in resolution 34/68. It was not until June 1984, however, that the fifth country, Austria, ratified the Agreement, allowing it to enter into force in July 1984. The Agreement reaffirms and elaborates on many of the provisions of the Outer Space Treaty as applied to the Moon and other celestial bodies, providing that those bodies should be used exclusively for peaceful purposes, that their environments should not be disrupted, that the United Nations should be informed of the location and purpose of any station established on those bodies. In addition, the Agreement provides that the Moon and its natural resources are the common heritage of mankind and that an international regime should be established to govern th exploitation of such resources when such exploitation is about to become feasible. As of 1 January 2006, 12 States have ratified, and an additional 4 have signed the Moon Agreement.".
For further agreements see:

Hope this helps!

Biblically, the moon is owned by God. Humanity wise, the earth owns the moon - which gives light and beauty at night to human kind. Science wise, it belongs to the galaxy or the universe. But whatever it is, thank God, there's a moon to look up to when one wants to mesmerize at night.

A group of countries, including the USA, have agreed that the moon cannot be claimed by their nation and is open to all. If a country that did not sign this pact should one day land on the moon they could claim it.
