There are, actually, college courses for singers, to teach you the theory of music. (I am good friends with an operatic baritone who studied at Augsberg(not sure of spelling) in Minneapolis/St. Paul.)
Yes, you can get scholarships to those. However, talent is important, and you'll know long before college age, if you have it or not. The way to work on your talent and skills, is to sing at every chance you get. Sing in school, sing in church, just sing. If you're good, people will let you know. Same if you're not. Good luck!

no. first you have to be able to write songs. then you have to be able to sing. then have the charisma to entertain. you cannot be taught any of these 3 things in a school!!
