On the tv show, Futurama, the robot Bender will often refer to humans as "meat sacks" in comparison with his superior robotic body (and his shiny metal @$$). I think it's referring to our skin as the "sack" and muscles as "meat" since meat we eat is the muscles of animals.

Overall, I wouldn't think being called a "meat sack" would be a compliment. Just a wild guess...

I think this person meant fat.If someone says that to me,it means i am fat (heavy set).
