Who's responsibility to create a foreign policy and enforce the protection of American citizens....the President and his Cabinet or Congress. I've read some answers here that say the new Congress is responsible for fixing Katrina, solving the Iraq Conflict, and solving our energy problems...The Congress sets law, but is their only function after making laws the oversight we have heard is so lacking lately?

This is such a complicated question. You ask much.
Simply the founding fathers tried to create a system that would prevent any one man from declaring himself king, so they set up the 3 branches to create checks and balances hoping to keep extreme people from taking us in a bad direction and if that happened to provide a way to get back to balance.

The Pres does make foreign policy and if he is only willing to believe the things he wants to believe we get the Katrina foreign policy disaster we have now. In theory congress can check him but until now they have just been Yes men and gone along using pack mentality.
Things should get very interesting this winter. Stay tuned.

IN England the government makes laws then it goes through
Parliament then to the house of lords if they don't like it
the government usually amend the proposed law then its back to the lords for a vote then back to Parliament to OK it then its put
on the statute books as law
Complicated business passing laws.
