I believe the core of our personality including character comes from the genes. However, the outer cover is moulded in accordance with the environment and experience. Our innermost traits remain fairly the same over age, whereas what we display keeps getting refined or moulded by our exposure to environment and experience. Few changes that do take place in our core character over a period of time, primarily derive from some very deeply felt experiences.

I believe our blank canvas is there genetically. However, we choose how we react to different situations, developing our character through the environmental input we receive.
A good example of this is identical twins. There is a genetic core to them, and they grow up together, forming believes and familial habits. But they still end up as adults with separate personalities, likes, dislikes, loves, hates, believes, and mind sets.
I believe we start out with one thing, but through our day to day choices of minor and major events, we do evolve, change, and form our own character and personality.
People can and do change. We can separate ourselves from what we came from. I am my mother's daughter, but I am not my mother. (Thank God).
Even with genetic strains of diseases, by being aware of the strain, we can alter our lifestyle to avoid its progress. (i.e. cancer).

Difficult question, to which no-one fully knows the answer. I would suggest reading Matt Ridley's Nature via Nurture and Daniel Dennett's Kinds of Minds they won't answer the question but will give u an idea of the issues and possible solutions to it.
